Looking for advice on fishing Niagara river

Hi folks. I'm stuck. I've been fishing from the shore along ArtPark. I've tried just about every lure that people have suggested. I use a flurocarbon leader. I used nightcrawlers today and still not even a bite. I've been down along the river past Artpark 2-3 times per week for 3 weeks now, sometimes at 5am and I usually stay most the day (my wife is at work!) I know there's fish in that river, I just don't know what to do to catch them. Any advice would be appreciated.

It's hard from shore with the smelt run on. Will get better soon.

Toss lures into the interface areas between the main current and back current. When using live bait, don't drag your line on the bottom, too many snags. Try some egg sacks or minnows.
