Surely a Pedestrian Street should be exactly that. - i.e. No vehicles at all allowed on it, other than emergency services. If, as is in this case, deliveries have to be made to the front of premises, this should be before 9.00AM, perhaps. As for customers, there are two car parks within walking distance of Middle Row.
